Chinesebilingualelitesplayedanimportantroleinlinkingtheparty-ledpropagandasystemwiththetreaty-portpress.Yetthedevelopmentofpropagandainstitutiondidnotfostertherealizationofindividualideals.AstheSino-Japanesecrisisdeepened,thewarmachineabsorbedtreaty-portjournalistsintothemilitarizedpropagandasystemanddashedtheirhopesofmaintainingaliberalinformationorder.
